Mr Wise is a senior career officer with the Department of Foreign Affairs and Trade. In Canberra, Mr Wise was the First Assistant Secretary of the South Pacific, Africa and Middle East Division (2001-2002), Assistant Secretary, Staffing Branch (1999-2001), Assistant Secretary, New Zealand and Papua New Guinea Branch (1998-1999), Director, Russia, East Europe and Central Asia Section (1994-1995), and Senior Analyst, Office of National Assessments (1991-1994).

Overseas Mr Wise has served as Minister (Deputy Head of Mission) and Permanent Representative to ESCAP in Bangkok (1995-1998), Second and First Secretary in Moscow (1987-1991) and Third Secretary in Port Moresby (1983-1985).
